After completing one Regional Phenomena and acquiring the Camera, Link can examine the blank canvas on the wall to begin the quest. In order to complete this particular quets, it must no longer be perpetually snowing in the Hebra region, so Link must have also completed the Tulin of Rito Village quest. Link can travel to Talonto Peak and look to the northwest on a clear day. From there he can snap a picture of the Bird with outstretched wings.
