The first time Link comes here, Kaepora Gaebora will appear, and tell Link that in order to enter Zora's Domain, he must play Zelda's Lullaby. Also, the Magic Bean Salesman is located just a little further away, and he will sell Link Magic Beans for a rate that is ten Rupees higher than the last time. For example, the first time Link buys a Magic Bean it will cost 10 Rupees. The second time will be 20, the third 30, and so on.
