Zora's River is a location in Ocarina of Time and Twilight Princess.
Ocarina of Time
In Ocarina of Time, Zora's River can be traveled to via Hyrule Field; on the east side there is a small stream that can be crossed, following the path on the other side will lead Link right to Zora's River.
People
The first time Link comes here, Kaepora Gaebora will appear, and tell Link that in order to enter Zora's Domain, he must play Zelda's Lullaby. Also, the Bean Seller is located just a little further away, and he will sell Magic Beans for a rate that is 10 Rupees higher than the last time. For example, the first time Link buys a Magic Bean it will cost 10 Rupees. The second time will be 20, then third 30, and so on.

Twilight Princess
In Twilight Princess, Zora's River runs almost entirely though an underground tunnel, coming from Upper Zora's River and ending in a waterfall at Lake Hylia.
It is first seen in Twilight, when it is completely dried up. To discover the cause, Wolf Link and Midna must first defeat the Twilit Carrier Kargarok and its Shadow Bulblin rider in Lake Hylia. With this done, Midna tames the massive Shadow Kargarok and uses it to fly Wolf Link over Zora's River to Upper Zora's River. While Lanayru Province is covered in Twilight, Wolf Link can call the Twilit Carrier Kargarok to transport himself and Midna along Zora's River by howling at the Hawk Grass in Lake Hylia or Upper Zora's River.
The lack of waterflow in Zora's River is ultimately revealed to be down to the freezing of Zora's Domain, which is resolved by warping the giant Molten Shard from Death Mountain to the Zora's Throne Room. With this done, water flows freely.
After the Twilight is dispelled, Wolf Link can still fly upstream from Lake Hylia using a no-longer-twilit Carrier Kargarok as part of Plumm's Fruit Pop Flight Challenge. This Mini-Game involves a series of watermelon, orange and strawberry-themed balloons floating over Zora's River, with a Piece of Heart as the major prize. However, Link can no longer fly downstream in this way. The only way to traverse the river downstream in normal conditions is via Iza's Rapid Ride. Initially, taking a boat down the river is impeded by boulders, and after he saves her from Shadow Beasts, Iza recruits Link to destroy these with Bomb Arrows in return for a Bomb Bag. Once the way is clear, she opens for business, with a series of pot-like targets to shoot. The reward for this is a series of Giant Bomb Bags, which double the capacity of all of Link's other bomb bags.
