The Eye of the Sandstorm is a Shrine Quest from Breath of the Wild.
Begin the Quest
To begin the quest, speak with Nobiro at the Kara Kara Bazaar. He can be seen on a watchtower, looking out towards the sandstorm at the Great Cliffs to the north.
Walkthrough
Nobiro claims that the sandstorm subsides, but he watches it whenever he is awake and has never seen it subside. This is because Nobiro falls asleep at 9pm, and the sandstorm subsides between 9pm and 4am.
At nighttime, head over to the Great Cliffs, where Link will be able to freely navigate the area. Here he will find the Dako Tah Shrine, completing the shrine quest.
