The Blue Mail is an item that appears in A Link to the Past, Link's Awakening DX & Switch and A Link Between Worlds. It provides greater protection than Link's starting clothes, but less protection than the Red Mail.
A Link to the Past

The Blue Mail, which could be found in the Ice Palace, is not only said to have kept adventurers warm, but it also protected them from the villains in the palace. It effectively doubled their resistance"
The Blue Mail is found in the Ice Palace in A Link to the Past. It is the second garment that Link wears, and it reduces damage by 50% compared to the Green Jerkin. It is also said to keep adventurers warm. Once obtained, it turns Link's hat yellow. Though the Blue Mail is not required to complete the game, it can help. Later, Link can find the Red Mail, a further upgrade, in Ganon's Tower, which replaces the Blue Mail.

In Link's Awakening, the Blue Mail - known as the Blue Clothes in Link's Awakening DX - is an optional item available only in Link's Awakening DX and Link's Awakening for Nintendo Switch, not the original Game Boy release. As in A Link to the Past, it doubles Link's defensive powers, reducing damage taken by half.
On completing the Color Dungeon, Link finds himself in a room with Koholint Island's Fairy Queen, who will offer him the choice between the blue mail which doubles defence, or the red mail which doubles attack[1]. Whichever he chooses, he can return to the Fairy Queen at a later time to switch to the other option.
A Link Between Worlds
The Blue Mail is found in the Swamp Palace in A Link Between Worlds. It is the second garment that Link wears, and it reduces damage by 50% compared to the Green Tunic. The Blue Mail is not required to complete the game, though is it helpful for difficult battles. Later on Link can find the Red Mail in Lorule Castle, which replaces the Blue Mail.
