Shards of Naydra's Horn, or simply Naydra's Horn, are a material found in Breath of the Wild and Tears of the Kingdom.
Breath of the Wild
"This shard chipped and fell off the blue spirit Naydra. It's said the horn is the crystallized power of ice itself. It sells for quite a bit, but rumors say it has some other use."
Shards of Naydra's Horn can be obtained by shooting the ice dragon Naydra with an arrow in the horn. Its primary use is to enhance the Tunic of the Wild and the Champion's Tunic, but they can also be sold to shop-vendors all over Hyrule for 300 Rupees each, or, alternatively, can be traded to Kilton in return for 150 Mon.
Tears of the Kingdom
The pieces knocked off Naydra's horns are now simply called "Naydra's Horn", and are longer and more pointed in Breath of the Wild. In addition to their uses from the previous game, they can be fused to weapons with a fuse attack power of 26, and turn the weapon they are fused to into an ice weapon.
A new dragon part can be obtained from each dragon after ten minutes, when the horns glow brightly again. This is not differentiated between horn, scales, talon or fang - as soon as the dragon is shot or hit, no more parts can be gained this way until the timer expires.
