Susuyai Shrine, also known as A Spinning Device, is a Shrine of Light from Tears of the Kingdom.
A Spinning Device
- There are three moving machines that will ride across the room. The one in the middle has a Treasure Chest. Link can use Ultrahand to grab the chest and detach it from the rest of the machine. Carry it to safe ground and open it to get five Arrows.
- There is a platform here that has two wheels attached to it. Flip it over and then use Ultrahand to attach the other two wheels so they are all facing the same direction. Place the platform on the moving ground and activate the devices to ride the platform across the room.
- On the right side of the room there is a lever that you can turn. Go ahead and turn it a full cycle, which will open the nearby door. Use Recall on the wheel to cause it to keep moving and keep the door open so you can run on through.
- There are two Zonai Devices on the side, but you only need to use one of the wheels to make it across. Attach it on to the device at the top, so that it attaches to both the device and the rail. Make sure it is facing the proper direction and then jump onto the platform. Activate the device and the wheel will spin along the rail, cause the platform to ride across.
- Head over to the Altar to acquire the Light of Blessing.

Either use one of the existing carts from the first part of the room, or build a cart of your own, using the Zonai Devices 
Place the cart on the ramp 
Ride the cart up the ramp 
Turn the lever to cause the door to open 
Use Recall to cause the lever to turn, keeping the door open 
Attach the Small Wheel on top of the platform, so the wheel also touches the rail 
Activate the small wheel and ride the platform to to the altar of the shrine
