Otutsum Shrine, also known as Rauru's Blessing, is a Shrine of Light from Tears of the Kingdom.
The Shrine is located in Risoka Snowfield of the Gerudo Highlands between Gerudo Summit and Mount Agaat.
Rauru's Blessing
The shrine itself is simply a blessing shrine. Simply move forward, open the chest containing a Topaz, and then examine the altar for a well-earned Light of Blessing.
