Rutafu-um Shrine, also known as Rauru's Blessing, is a Shrine of Light from Tears of the Kingdom.
The Shrine is located in the Hebra Mountains inside Hebra Mountains Northwest Cave, and requires the completion of The Northwest Hebra Cave Crystal Shrine Quest to access.
The Northwest Hebra Cave Crystal

At the lowest level of the Hebra Mountains Northwest Cave, Link can examine the Rutafu-um Shrine to begin the shrine quest. The green rock is found beneath the cold water in the center of the cave. Use Ice Fruit to create some Ice Blocks to get closer to the green block. Then use Ultrahand to grab the green rock and pull it out of the water. Carry it over to the shrine to complete the quest.
Rauru's Blessing
The shrine itself is just a blessing shrine. Simply move forward, open the chest to get a Topaz gem, and then examine the altar for a well-earned Light of Blessing.
