The Scepter is Cia's only weapon in Hyrule Warriors. It was added in update 1.3.0. Cia starts with a Scepter of Time once the update is installed.
"A scepter topped with magic crystals that enable it to be used like a whip. Use the Strong Attack button to temporarily add the darkness element to attacks and make you immune to knock-back."

Part of the Master Quest Pack, unlocked in the Master Quest map by completing the challenge at grid H16? as Cia using the Scepter with an "A" rank after using a Goddess's Harp on the Goddess Butterflies and a Power Bracelet on the west-most boulder.
