The House of Gales is the second dungeon in A Link Between Worlds. The Zora's Flippers are required to access this dungeon, as the dungeon is found on an island. Furthermore, the Tornado Rod is also required to enter the dungeon, and is used in numerous puzzles throughout the dungeon.
After acquiring the Zora's Flippers you can head to Kakariko Village and spot the person who stole from the Queen before you can catch him he dashes off. Head out and back into the village and merge into the wall and pop out behind the Thief and he will give you the Pegasus Boots
