The Oocca are perhaps even closer to the Gods than the Sheikah or the Hylians. They can be used as floating devices similarly to how cucco are used. Even though they squeak when picked up, the Oocca are willing to be used as tools to help Link on his quest. Young Oocca seem to only be floating heads (i.e. Ooccoo Jr.).
There is a belief out there that the Occa are what came of the Skyloftians. I also believe the City in the Sky to be what became of Skyloft.
