Treasure Chart 23 is one of the 46 Treasure Charts found in The Wind Waker.
Acquiring Treasure Chart
The Treasure Chart is a reward for beating the high score on the Sinking Ships mini-game, run by Salvatore on Windfall Island. The mini-game can be found at the center of town, right where the Killer Bees can be found wandering around. The game is located adjacent to Mrs. Marie's School of Joy and Lenzo's House.
The game costs 10 Rupees to play and is accessible as soon as Link first arrives at Windfall Island near the start of the game. When Link first plays the game, the existing high score is 20 points. Link will need to win the game scoring 19 points or fewer in order to win. Salvatore will then reward him with the Treasure Chart.[1]

Sunken Treasure
The corresponding Sunken Treasure can be found at Diamond Steppe Island and it contains a Piece of Heart.
