Rockets are Zonai Devices from Tears of the Kingdom.

Tears of the Kingdom

"A Zonai device that produces powerful thrust. It packs a punch but burns out quickly."

— In-game description

Rockets are single-use portable items which, when struck, blast in whatever direction they are pointing with high force and speed for a short time.

They can be attached to objects, including other Zonai Devices, with Ultrahand; or fused to a weapon or shield. If Link fuses a rocket to a shield, he can make a high jump similar to Revali's Gale. As with any other use of a rocket, the rocket disappears after use, generally leaving the original shield intact. Unlike isolated rockets, fused rockets deplete Link's Energy Cell, although only by around half of an Energy Well before disintegrating.

They can be found lying around occasionally, or as Zonai Capsules from Device Dispensers or Treasure Chests; and in Oromuwak Shrine ("A Launching Device"), which serves as a training ground for them.
