After defeating Plasmarine and receiving the Rolling Sea from Jabu-Jabu's Belly, a Zora rewards Link with the Zora Scale. The Zora Scale must be shown to the Zora in the Sea of Storms to gain access to the area the Piratians are found. Giving the Zora Scale to the Captain of the Piratians will result in Link receiving the Tokay Eyeball, which is need to access the Ancient Tomb.

Phantom Hourglass

The Zora Scale in Phantom Hourglass, is considered a small treasure. They can be found at random throughout the World of the Ocean King. Link can sell it to the Treasure Teller on Mercay Island. The amount of Rupees he receives varies on the uniqueness of the player's saved file. Other that that, it can also be sold to the Ho Ho Tribe, but only on certain days.
