Breath of the Wild
Spicy Pepper Steak can be cooked in a lit Cooking Pot, using either mammal or bird meat with Spicy Peppers, and grants temporary Cold Resistance when eaten.
Using vegetables or mushrooms with competing effects will cancel the Cold Resistance and leave it as simple Pepper Steak. Using other fruits with Spicy Pepper and meat will create Spicy Simmered Fruit (if the other fruit is neutral in effect) or basic Simmered Fruit (if it has clashing effects).

Age of Calamity
The recipe for Spicy Pepper Steak is obtained by completing the Chapter 7 scenario The Future of Hyrule, the last story scenario. Cooking it before a scenario will increase damage dealt by the player's characters by 10% for the duration.
