Cart are Zonai Devices from Tears of the Kingdom.
Tears of the Kingdom
"A Zonai device built to move efficiently over flat surfaces. Apply force to get it moving, so long as it has a power source."
Carts are wheeled, unpowered Zonai Devices. They can be pushed, moved by powered Zonai Devices such as a Fan or Rocket, or roll downhill unaided. In Jirutagumac Shrine, a cart and fan are used to roll a Wing forward, enabling it to take off without a rail. Similar devices include Homing Carts, Sleds and Hover Stones.
They can be found in Zonai Capsules from Device Dispensers or Treasure Chests; or lying around in the overworld. If removed from a capsule, they cannot be returned to it, although they can be fused to weapons or shields.
