Treasure Chart 14 is one of the 46 Treasure Charts found in The Wind Waker.
Acquiring Treasure Chart
Just to the north of Headstone Island, there is a Submarine floating around. Inside there are a ton of Rats, as well as a whole bunch of Bomb Flowers on the ground. This leads to a rather dangerous situations as the rats that carry bombs, also known as Bombchus, will charge right at you, exploding the bombs in front of you. Link should try to keep his distance and use the Boomerang on the rats to them from a distance. Once all of the Rats in the room are defeated, Link can climb the ladder to reach the treasure chest, which holds the Treasure Chart.

Defeat the Rats to get the Treasure Chart
Sunken Treasure
The corresponding Sunken Treasure can be found at Tower of the Gods and it contains a Silver Rupee worth 100 Rupees.
