The City in the Sky is the 7th main dungeon in Twilight Princess. It is the home of the Oocca, a race of bird-like creatures exclusive to said game. You enter this dungeon via a cannon, which is your prize for completing a rather lengthy, yet crucial quest. Within this dungeon, you will find another Clawshot, giving you the Double Clawshots! The boss of this dungeon is an armored dragon named Argarok. Killing him grants you the 4th and final Mirror Shard.
