The Bird with outstretched wings picture can be taken from the top of Talonto Peak. Link is only able to get a clear look at the bird on a clear day. This requires Link to have first completed the Tulin of Rito Village quest in order for the snow to stop falling in the region.
A Picture for Snowfield Stable

After completing one of the Regional Phenomena and acquiring the Camera, Link can examine the portrait wall at the Snowfield Stable. This will cause Varke to call him over, beginning the quest. After Link travels to Talonto Peak, he can look to the northwest to see the bird with outstretched wings.
Link can then return to Snowfield Stable and show this picture to Varke. He'll recreate the picture on the wall, completing the quest. Varke will reward Link with a Pony Point, as well as some Spicy Meat Stew.
