A Rainmaker is a named Zonai Device from Tears of the Kingdom.
Tears of the Kingdom
This Yiga Schematic can be located at a Yiga Clan base in the Depths southeast of the Uihcoke Lightroot next to a chest containing 20 Crystallized Charges. Link must defeat the marked Yiga Clan enemy, to unlock the door to the hut containing the schematic to Autobuild the Rainmaker.
There are 5 parts required for the Rainmaker - a Hover Stone, Big Wheel, Battery, Rocket, and two Hydrants.
If any of the parts are unavailable, Link can still Autobuild the device once he has the schematic. To make it with no parts available requires 24 pieces of Zonaite.
