Zuna Kai Shrine is one of the many Shrine of Trials from Breath of the Wild.
Requirements
While not required to enter the shrine, Link will first need to complete the Robbie's Research Side Quest to unlock The Skull's Eye Shrine Quest which leads to the shrine.
Shrine Quest: The Skull's Eye

After completing Robbie's Research, speak with Jerrin to being the Shrine Quest. Jerrin will point Link in the direction of Skull Lake, l,She'll only give it after you prove yourself to Robbie in the Robbie's Research Side Quest.
