The Temple of Time Statue can be found in the Temple of Time, located on the Great Plateau. Link is able to use the Camera to take a picture of the statue.
A Picture for Riverside Stable

After completing one of the Regional Phenomena and acquiring the Camera, Link can examine the portrait wall at the Riverside Stable. This will cause Ember to call him over, beginning the quest. After Link travels to the Great Plateau, he can take a picture of the statue.
Link can then return to Riverside Stable and show this picture to Ember. He'll recreate the picture on the wall, completing the quest. Ember will reward Link with a Pony Point, as well as some Energizing Crab Stir-Fry.
