Kah Yah Shrine is one of the many Shrine of Trials from Breath of the Wild.
Requirements

A Fragmented Monument
This quest has you take pictures of various pieces of the fragmented monument that may look very familiar to people who have played Twilight Princess.
First fragment
The first fragment is a little east of the Palmorae Ruins (See location on the interactive map here).
Second Fragment
The second fragment is on the south west end of the Palmorae Beach (See location on the interactive map here)
Third Fragment
The second fragment is on the very tip of Soka Point (See location on the interactive map here)
Finishing up
Go back to Garini and show him all the pictures of the fragments. He will give you a riddle, "When the two find their place and kneel in reverence, the shrine will reveal itself.". Simply walk over to the center of one of the orange glowing pedestals and press the left trigger to crouch down. This will trigger Garini to start talking and repeat after you which will make the shrine rise up.

Unlike most quest related shrines this one is not a straight line walk so we got some more puzzling to do.
Start by going to the right (east) side of the dungeon where you will see a moving platform passing under 2 gates. Grab one of the barrels and place it on the on the moving platform then ride along with it. Once you are able to jump off the platform and towards the switch that will move the gates and hit it. Do this again so the barrel can also pass by the second gate then quickly jump towards the moving platform. Once at the end grab the barrel and place it on the switch. With the barrel on the switch the gate to the Treasure Chests behind the barrels will open. Open the chest for a Royal Claymore
Next go to the left (west) side of the dungeon. Once again grab a barrel but keep holding it until you're past the first fence. Now place the barrel down and crouch so you can pass underneath the fence. If required rapidly grab the barrel again and move to the right side of the platform. Once at the end grab the barrel and place it on the switch. With the barrel on the switch the gate to the Treasure Chests behind the barrels will open. Open the chest for a Small Key
Use the small key on the locked door in the center of the room and claim your Spirit Orb
