In Twilight Princess, Fado is the owner of all the goats in Ordon Village, and runs the ranch there. Link seems to work for him, using Epona to help him herd the goats back into the stable at the end of the day. Plain and kind, Mayor Bo always worries that his poor herding skills might let a goat escape into town when Link isn't helping him.
The name 'Fado' is also used in two other games; The Wind Waker, where Fado is the male Sage of Winds, and Ocarina of Time, where Fado is an odd female Kokiri.
