Deon can be found sitting on a bed in the Emergency Shelter beneath the Lookout Landing. He encourages Link to stay and take a nap in a Bed. He tells Link to check out a different bed as Nappin is asleep and he's constantly talking during his sleep.
After resolving a Regional Phenomena, Deon can be found at the cooking area. He says that the former cook, Burmano, went to the Dining Hall at Hyrule Castle in search of a super-special recipe and never came back. Deon is now endlessly watching the fire under the pot to make sure it doesn't go out.
