Rogaro is a Goron that appears in Breath of the Wild and Tears of the Kingdom.

Breath of the Wild

Rogaro owns and runs Ripped and Shredded, the Goron City armor shop.

Tears of the Kingdom

Rogaro owns and runs Ripped and Shredded, the Goron City armor shop. He advises Link to purchase some flame-resistant equipment, as Fireproof Elixir can only last so long. He can be found standing behind the counter, eating some Marbled Rock Roast. When Link arrives at the shop, he is surprised to see a customer. He mentions that if he had it his way, he'd quit working and live out his days in a massive pile of marbled rock roast. He doesn't quit though, as he'd be worried that Bludo would get mad.[1] Despite being under the influence of marbled rock roast, Rogaro still operates the shop and will purchase items from Link if he wants to sell to him.[2] Rogaro doesn't like dealing with customers and tells Link to ask Pyle outside the shop if he was any questions.[3]

If Link tries to buy some of the items that are part of the Flamebreaker Set, Rogaro will ask if Link is working in the caves. He mentions that before, when Death Mountain was an active volcano, lava would be all over the place, so it was a requirement to have for Hylians. Nowadays, the only people buying the gear are those who love lava or who work in the caves for YunoboCo.[4] Since it's not nearly as popular of an item anymore, Rogaro has discounted the price of the Flamebreaker set.[5]
