The Zora Scale is a treasure in Phantom Hourglass.
They can be found at random throughout the World of the Ocean King. Link can sell it to the Treasure Teller on Mercay Island. The amount of Rupees Link receives varies is randomly generated for every saved file. Other than that, it can also be sold to the Ho Ho Tribe, but only on certain days.
