Sam is the man who can be found sitting on the bench near Zunari's shop on Windfall Island in The Wind Waker. He is a member of the Joyous Volunteer Association. Sam and his merchant buddies have installed Joy Pedestals across Windfall Island. When Link places a decoration in all 14, Sam rewards the hero with a Piece of Heart.
