Koko is available outside the General Store roughly between noon and 7 pm.
Walkthrough
Give Koko some Raw Meat. This can be found from killing wildlife such as a fox, boar, or mountain goat.
Your reward is a Tough Meat-stuffed Pumpkin. You can now do the Koko's Specialty Side Quest.
If you forget the recipe she teaches you, you can view it in your Adventure Log for this side quest at any time.
