The Floria Falls on a clear day picture can be taken from the Floria Bridge. Link is only able to get a clear look at the Floria Falls on a clear day when it is not raining. As long as it's sunny, even if there is a lot of fog, Link should be able to get a picture. There is a lot of rain in the area, so it may take awhile before there is a sunny day during the the daytime.
A Picture for Lakeside Stable

After completing one of the Regional Phenomena and acquiring the Camera, Link can examine the portrait wall at the Lakeside Stable. This will cause Anly to call him over, beginning the quest. After Link walks over to the Floria Bridge, he can look north to find the Floria Falls.
Link can then return to Lakside Stable and show this picture to Anly. He'll recreate the picture on the wall, completing the quest. Anly will reward Link with a Pony Point, as well as some Tough Tomato Seafood Soup.
