EX Royal Guard Rumors is a Side Quest found in Breath of the Wild. It was made available as part of The Champions' Ballad downloadable content.
Guide
The Quest is located at the Riverside Stable, located in the Central Hyrule Region near the Wahgo Katta Shrine. Completing this mission will unlock the Royal Guard Outfit.
Royal Guard Boots

From the main entrance to the castle, head up the road curving left past a Rusted Guardian and head into the castle through a door on the right. Once in the long hallway, take a left to find a Lizalfos guarding the stairs down to the Guards' Chamber. Look down and you'll spy two more Lizalfos guarding a chest between them. Defeat them and open it to grab the Royal Guard Boots.

While the main road up is dangerous and full of Guardians, you can backtrack down the road from the Dining Hall to the landslide near the entrance to the Library. Climb up the rocks from here and you can make it all the way to the Sanctum. From here, avoid the pools of malice - and don't enter the main floor or you'll trigger the boss fight. Instead, climb the spires and low rooftops until you reach balconies on the second floor. Once inside, look below a statue of a knight to find the Royal Guard Cap.
