The note is one of the many Notes on the Table found throughout Hyrule. It is located on a table by a tent, just north of Zora River and west of Inogo Bridge.
The note talks about how the journey to Zora's Domain is rather challenging, due to the crumbling road up ahead. The Sludge is also causing the travel to slow down. The note is right on the main path, in route to Zora's Domain, and it is designed to encourage travelers to journey off of the paved pathway.

Our journey to Zora's Domain has gone smoothly so far, but the road ahead is crumbling...
It seems our only option is to journey off of the paved path.
With the sludge slowing us down, it seems like getting there may take a while.
I need to hurry and reach Zora's Domain. Finley must be worried.
