The Hylian Shield is in a chest in the Docks under Hyrule Castle in Tears of the Kingdom. The chest is viewable on on Zelda Dungeon's Tears of the Kingdom interactive map, at (-0154, 1157, 0037).
To make the chest appear, light the wood beacon nearby. This is the same beacon used to activate Saas Ko'sah Shrine in Breath of the Wild, and the Hylian Shield chest appears in the same place as the shrine once was.
