Tutsuwa Nima Shrine is one of the many Shrine of Trials from Breath of the Wild.
Requirements
Talk to someone (sorry for the vagueness) at the East Akkala stable to get the 'Spring of Power' shrine mission.
Collect a scale from Dinraal the Dragon by shooting his body with an arrow. So far, I believe the best place to do this is below the Hebra Tower about midnight to 3am. He dips down below a cliff and comes back up. Beware the Stone Talus across the canyon from the tower.
Bring the scale to the marker location for 'Spring of Power' shrine mission and lay it in the water.
Nearby Korok Seeds
Pick up the rock to reveal a Korok.
