Tingle is a 35 year old man, who is obsessed with fairies and rupees.
Majora's Mask
Tingle was first introduced in Majora's Mask. He is floating above making maps. If Link pops Tingle's balloon, then he will talk to Link, and comment on how they both have matching fairy costumes. Link can then buy maps from Tingle.
Wind Waker
The next time Link meets Tingle, he saves him from a prison. For saving him from prison, Link is given a map to his Island. Link later must pay Tingle to translate his Triforce charts.
Four Swords
Sometimes when you cannot collect Force Gems fast enough, Tingle will fly in on his red balloon and snatch them up. If you are playing multiplayer mode, in each Hyrulian Adventure level you can find a Tingle Tower, in which you can play 1 of 8 minigames.

Tingle got his own game, telling to story of Tingle.
