Smiling Spectacle Rock is a picture from Tears of the Kingdom.

The Smiling Spectacle Rock picture can be taken from high up on the East Gerudo Sky Archipelago. To reach the area, Link can launch himself up from the Gerudo Canyon Skyview Tower and glide to the east. He wants to land on the floating island with the Device Dispenser. Standing at the southwest edge, Link can look down at Spectacle Rock. Other floating islands are in the way, making it look likt it is creating a smiling face.
A Picture for the Closed Stable I

After completing Piaffe, Packed Away, one of the Regional Phenomena, and acquiring the Camera, Link can examine the portrait wall at the Gerudo Canyon Stable. This will cause Piaffe to call him over, beginning the quest. After Link travels to the East Gerudo Sky Archipelago, he can snap the picture.
Link can then return to the Gerudo Canyon Stable and show this picture to Piaffe. He'll recreate the picture on the wall, completing the quest. Piaffe will reward Link with a Pony Point, as well as some Chilly Mushroom Risotto.
