Alternatively, after you position the barrel correctly, you can use a remote bomb to make raising the water a little easier. Once the barrel is in place, raise the water either with an arrow or the wheel on the side of the entrance. Use Cryonis to make your way to the platform with the crystal.  Place a remote bomb next to the crystal, but do not detonate it yet. Switch to Cryonis and make your way back to the platform with the laser emitter. 
The alternative method is the most easy one. After taking the easy treasure chest, start with raising the waterlevel (with the wheel). Use Cyronis to get on the platform with the crystal switch and put a remote bomb there. Switch your rune to Cyronis again, don't detonate the bomb yet.  
 
This next part is the only part requiring a sense of urgency.  You should be on the emitter platform, the water should be high, the barrel should be directly above the button, and a remote bomb should be next to the crystal.  Shoot the crystal and immediately glide to the side with the gate.  Doing this quickly will give you a bit of a cushion since the water should still be high enough for you to climb out of should you glide too short.  The gate will open.  Walk through, switch back to the remote bomb and detonate it.  The water should then fill up, which will allow you to get to the second chest with Cryonis and then complete the shrine.  


Swim to the side with the gate, don't bother now positioning the barrel. Use a Cyronis pillar to get on the laser platform. Lower the water level by shooting an arrow to the crystal and glide to the gate side. If you didn't reach the gate side, raise the water level with the wheel and repeat the steps mentioned in this paragraph.
With the water level low now, being on the gate side, put the barrel easily on the switch behind the gate side and see how the gate opens. Get on the other side of the gate and detonate the bomb now. You only need Cyronis to reach the second treasure chest.
