This is a tough one.  If you use a standard Lynel bow that shoots 3 arrows, aim high enough that Link’s lower finger on his draw arm touches the top of the tower in the distance.  This will get you really close with the leftmost arrow.  Only took 40+ arrows to figure that one out.

Observation Room is a location in Hyrule Castle from Breath of the Wild.

Nearby Korok Seeds

Shoot the 3 balloons hiding behind the Malice to reveal the Korok. (Click 'Korok Seed' above for a map.)
