Purpen is a character found in Tears of the Kingdom.

Purpen can be found at the First Gatehouse just outside of Hyrule Castle. He is examing different weapons and has found that all the weapons he has come across have suddenly decayed due to the Upheaval. He suggets that they are too much of a pain to repair and it's best to just strengthen them instead, which Link can do using his Fuse ability.
