Treasure Chart 39 is one of the 46 Treasure Charts found in The Wind Waker.
Acquiring Treasure Chart
The Treasure Chart is found within a treasure chest in Dragon Roost Cavern. It is located in a room on the 2nd Floor of the Dungeon, just moments before Link acquires the Grappling Hook. In that natural progression of the dungeon, Link will travel outdoors on multiple occasions. After heading back inside after the 2nd trip outdoors, he will eventually reach a room that has a Blue Bokoblin. Additionally, there are two hidden Bokoblin within this room, hiding inside pots along the wall. After Link defeats all three Bokoblin, the door on the higher portion of the room will open up.
However, within this room, there are two torches, with one of them already lit. Link will need to use a wooden stick to light the second torch. Two of the Bokoblin carry these wooden sticks. There is also a pot on the higher part of the room that has a number of sticks. Light the second torch and open the treasure chest to get the Treasure Chart.

The corresponding Sunken Treasure can be found right at Dragon Roost Island and it contains a Silver Rupee, worth 200 Rupees.
