The Tattered Noteboook can be found within the Tobio's Hollow Cave. It is one of the many Tattered Notebooks found in Tears of the Kingdom. Reading the notebook will beqin the shrine quest Legend of the Soaring Spear.
The notebook hints to Link that Link must throw a Zonaite Spear with a wing from the pedestal, through the ring. This implies Link must Fuse a wing, such as a Keese Wing, to a Zonai Spear, creating a Soaring Spear. Successfully doing so will cause the Utojis Shrine to appear and it will complete the shrine quest.

"Legend has it that the Zonai hid a treasure in this cave long ago. The clue is as follows. 'Throw the Zonai spear with a wing from the pedestal, through the ring. Should your aim be true and right, you'll be blessed with the dispelling light.' I have thrown the spear countless times in pursuit of this legend, but never once managed to get it through the ring. My spirits blunted, I have given up. I leave a record of this clue in the hopes that whoever tries next will have better luck."
