Start by talking to Bladon in Goron City. He is located in the small house on the left side of the city below the Goron cliff monument. He will ask you to find his brother. His brother is at Gorko tunnel which is where the shrine is. Then you need to get him rock roast from the bottom of the hill, after you pick it up there will be enemies on the hill on the way back up.
