Bougan is a character found in Tears of the Kingdom.

Bougan is a member of the Zonai Survey Team and can be found at the Foothill Stable where he is initially not wearing any clothes other than his underwear. He is training and claims to be following orders from Princess Zelda.[1]
Bougan claims that Princess Zelda said the survery team needed to chart a new course, leaving the safety of indoor study for the exploration in the wild. He claims that she told them to explore in their underpants.[2] Bougan encourages Link to join them, wearing only his underpants.[3][4] If Link takes his clothing off, Bougan will comment that Link must have heard Princess Zelda's order.[5][6]
After Link defeats the Occupiers of the Foothill Monster Den as part of the For Our Princess! quest, Link can return to Foothill Stable and speak with the survey team. The team is joined by Lecia, a late-arriving member of the team who heard differently what Princess Zelda's orders were.[7] After Bougan explains the orders he heard, Lecia corrects him, saying Zelda said "all other paths" instead of "underpants".[8][9] After Sango suggests all their work was a waste of time, Bougan steps in and sayd that it wasn't. While they misheard the directions, they did push themselves and raised the standard of their work.[10] This will complete the quest and most of the members of the survey team will put their clothes back on. Bougan, however, insists on continuing his training in his underpants, in which he takes Drant over to the Deplian Badlands, where they will both remain for the rest of the game.
