Kam Urog Shrine is one of the many Shrine of Trials from Breath of the Wild.

Requirements

Shrine Quest: The Cursed Statue

Speak to Calip (I'm sorry, that's Doctor Calip) to start this quest. However, if you happen to know about the shrine beforehand, you do not need to accept the quest in order to activate the shrine.

Near the shrine location, at night (after 9 PM), one of the statues will have glowing purple eyes. Shooting it with an arrow will cause the shrine to raise from the ground. Quest complete.

Trial of Passage

When you enter, take the path downward to the giant rotating wheel. There will be several platforms rotating with the wheel: two staircases and two large, flat spokes. If you wait underneath one of the spokes, you'll be lifted up - from there, you can glide across the wheel to the platform on the other side. Use the Stasis rune to stop the center cog as one of the staircases passes above, in order to complete the path to the exit. Alternatively, you can freeze the cog as the staircase passes underneath, jump down, and open the chest on the underside of the platform.

Once you have both chests, ride one of the smaller platforms (carefully walking across it as its upper surface rotates) to reach the stairs at the top, and then head to the altar for a Spirit Orb.
