The Flame of Despair is one of the three flames Twinrova needs to light to revive Ganon in the games Oracle of Ages and Oracle of Seasons. Zelda is needed as a sacrifice to light this flame. The only way for this fire to be lit and to fight against Ganon and Twinrova is to be playing either Oracle game with the input of a code at the game's start.
