Talk to Guy to start the quest. You can set this quest as the objective marker to find him again for the turnin.

He will give you a purple rupee for a Chilly Elixir. You can make one by cooking a Winterwing Butterfly with a monster part. Butterflies require great stealth to sneak up on and catch, and this particular breed can be found south of Wasteland Stables. The stable also has a pot for you to cook at.
