In the Torin Wetland, at the bend of the road down to Lake Akkala. There are two gazebo type buildings, the well is next to the stairs up to one of them. There's a small pond with Hot-Footed Frogs at the bottom, and a second chamber where you can find a Sticky Lizard. By breaking the rock ceiling of this chamber you can access the Construction Site Cave.
