Talk to Toffa to get this quest. Toffa wants to see a White Horse, believed to be the descendant of the royal family's horses.
Just to the northwest across the bridge, in the Safula Hill area, is a white horse. Mount it, register it, and then ride it and show it to Toffa. In addition to getting to keep the horse, the reward is a Royal Saddle and Royal Bridle for it to wear.
