I do not believe that you need to have beaten the Fire and Water Temples to get this song. You need to have beaten the Forest Temple so that you can go back in time to get the Lens of Truth as a kid. You also need the Longshot in order to cross the quicksand in the Haunted Wasteland, but you do not need to actually finish the temple. I do not think there is a reason why you would need to beat the Fire Temple.
