At Mt. Crenel Base you will meet a Deku scrub behind a bomb-able wall. He will tell you that he has a friend in a cave east of your current location, he will then say that his friend has an item that will be of some use. After you get the item you will need to put water into the bottle then drop it onto the Vine, it will then grow allowing you access to the rest of Mt. Crenel.
